Shazeera is a free-lance Malaysian comic artist based in Geneva, Switzerland. She has produced and published her comics and cartoons for the Association for Prevention of Torture (APT), the International Commission of Jurists Thailand, and Asia Legal Resource Centre’s Journal on Torture. She also had her work exhibited as part of the Organization for Security and Cooperation in Europe’s 2016 Campaign in Countering Violent Extremism and the International Fumetto Comics Festival in Luzern 2019. In 2019, she was part of Malaysia’s ´Cartoonist Against Torture´ coalition launched by the National Human Rights Commission of Malaysia (SUHAKAM) and her comics was featured as the cover for the Swiss Foreign Department of Foreign Affairs Action Plan Against Torture. Her work has been translated into French, Spanish, Ukrainian and Turkish.

Tender Me Your Money
The recent expose of a “project tender cartel” in Malaysia reveals a deeper and more institutionalized level of corruption at the government level. For years, the cartel has been monopolising government tenders by bribing insiders. The cartel is reported to have grabbed government contracts worth more than RM3.8bil for about seven years since 2014. This incident speaks volume about the government’s level of transparency and accountability in its service delivery and how corruption and impunity is widespread and rooted in the system.
Pengungkapan “kartel tender projek” baru-baru ini di Malaysia memperlihatkan tahap korupsi yang lebih dalam dan lebih dilembagakan di tingkat pemerintah. Selama bertahun-tahun, kartel itu memonopoli tender kerajaan dengan memberi rasuah kepada orang dalam. Kartel tersebut dilaporkan telah merebut kontrak kerajaan bernilai lebih dari RM3.8 bilion selama kira-kira tujuh tahun sejak 2014. Kejadian ini membicarakan tahap ketelusan dan kebertanggungjawaban kerajaan dalam penyampaian perkhidmatannya dan bagaimana rasuah dan impuniti tersebar luas dan berakar umbi dalam sistem .

This piece represents how those who are rich and in power are buying their way out of the justice system and gradually threatening the system.
Bahagian ini menggambarkan bagaimana mereka yang kaya dan berkuasa membeli jalan keluar dari sistem keadilan dan secara beransur-ansur mengancam sistem tersebut.
Small Fry
This piece was inspired by public criticism hurled towards the Anti Corruption Agency of Malaysia’s actions in arresting only the “small fries” or unimportant and lower-ranked officials instead of focusing on the higher-ranked more powerful individuals that are involved or the mastermind behind the corruption practices in Malaysia.
Karya ini diilhamkan oleh kritikan orang ramai terhadap tindakan Badan Pencegah Rasuah Malaysia dalam menangkap hanya “kentang goreng” atau pegawai yang tidak penting dan berpangkat rendah daripada memusatkan perhatian kepada individu yang lebih berkuasa berpangkat tinggi yang terlibat atau dalang di sebalik amalan rasuah di Malaysia.
Police & Corruption
Hamid Bador expressed his frustration about the widespread practice of corruption among senior ranks of the force. He urged PDRM to end this “culture of taking money from the bottom to the top”. The former police chief’s allegations are not new. It actually reinforces the severity of systemic corruption in the police force in Malaysia. The arrest of 12 police officers by the Malaysian Anti-Corruption Commission (MACC) as well as several separate arrests of police officers for corruption charges this year are strong indications that more needs to be done to eradicate corruption in the police force. This cartoon attempts to convey the rot and decay of the police institution in Malaysia due to corruption.
Hamid Bador menyatakan kekecewaannya mengenai berleluasa amalan rasuah di kalangan barisan kanan pasukan. Dia mendesak PDRM untuk mengakhiri “budaya mengambil wang dari bawah ke atas ”. Tuduhan bekas ketua polis itu tidak betul baru. Ini benar-benar memperkuatkan tahap rasuah sistemik di pasukan polis di Malaysia. Penangkapan 12 pegawai polis oleh Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) juga beberapa tangkapan erasingan pegawai polis kerana Rasuah caj tahun ini merupakan petunjuk kuat bahawa lebih banyak yang perlu ada dilakukan untuk membanteras rasuah dalam pasukan polis. Kartun ini cubaan menyampaikan reput dan kerosakan institusi polis di Malaysia kerana rasuah.
